ABSTRACT
The article reports on the increase in foreign direct investment (FDI) in Russia in the first nine months of 2006. The increase in FDI has occurred despite persistent investment climate concerns relating to state intervention in the economy. Some of the energy sector concerns include the apparent campaign of Officialdom against Russia's largest single foreign investment, Royal Dutch Shell's Sakhalin-2 energy project.
