The article focuses on the budget problems in Michigan. The state has faced cuts in federal aid and rising spending pressures, including burgeoning caseloads in Medicaid and food-assistance programs. Arnold Weinfeld, director of public policy and federal affairs for the Michigan Municipal League, said further cuts in state dollars earmarked for cities will mean less police protection and reductions in other essential local services.
