ABSTRACT
The article reports on the energy conservation and environmental protection plans of the European Union for 2007. Solving the energy issue and cutting carbon emissions are high on the European Union's list of New Year's Resolutions. It hopes to transform Europe into a highly energy efficient and low carbon dioxide energy economy by catalyzing a new industrial revolution.
