The article discusses how the author and his colleagues fixed the test-and-balance contractor. On the day they were converting a lab-support space into a laboratory with a fume hood, the contractor could not get the required pressure drop across the general exhaust air valve to satisfy the minimum requirement. They corrected the set point and tried to see if the valves were loose or has a blockage. They eventually saw that the actuator to the air valve was loose and had the contractor fixed.
