ABSTRACT
The article presents information on several issues related to the draft of European Union Constitution presented by French political leader Val�ry d'Estaing. The draft proposes to scrap the rotating presidency of the European Council. The European policy should be nailed down by a majority vote with no veto. The draft demands for a maximum of 15 members of the European Commission.
