ABSTRACT
The article discusses the distinction between transforming and transactional leaders at "Leadership," a study of the nature and uses of political power by James MacGregor Burns. According to the author, the transforming leaders are those who by precept and/or example influence events by changing minds or by stirring people or action. On the other hand, the transaction leaders effect change or parlay by putting together winning combinations of people and interests.
