ABSTRACT
The article reports on a study made by the U.S. Government Accountability Office which looked at the private debt collection program that the Internal Revenue Service (IRS) implemented in 2006. Issues that include the critical success factors that were addressed by IRS, and determining the use of private contractors are presented.
