ABSTRACT
The article reports that the Norfolk Southern Railway's main line and Ohio River Boulevard were closed due to landslide in Kilbuck, Pennsylvania. The cause of the incident was attributed to site preparations for the reuse of the municipality. Prior to the approval on the development, Communities First! opposed the development, citing negative community and traffic impacts as well as environmental risks. At a meeting in the wake of the landslide, the site was said to cause problems to a geotechnical engineer's design. Legislators appointed a bipartisan committee to investigate on the failure of the intergovernmental system of codes and regulations. Allegheny County chief executive Dan Onorato noted that the county is developing a comprehensive plan to review environmental risk.
