The article discusses the efforts of planners to restore certain urban housing infrastructures in the U.S. The Community Reinvestment Act of 1977 has attracted businesses and buyers back to cities after such cities previously experienced losing large portions of their population. In 2003, the Community Development Partnership Network has released a report that called on community development corporations in weak markets to respond to economic realities beyond their immediate neighborhoods. Another approach in promoting the comeback of residents and in addressing housing crisis and social turmoil in cities, is urban homesteading. The Youngstown, Ohio 2010 comprehensive plan is discussed. Certain vacant properties in different cities are projected to be sites for housing units.
