ABSTRACT
The article discusses various issues faced by the National Association of Chemical Distributors (NACD). NACD executives reported that the China Chamber of Commerce of Metals, Minerals and Chemicals Importers and Exporters had agreed to implement Responsible Distribution as its formal product stewardship program. Another issue is the NACD's opposition to HM-223, a proposed rule change that would remove the loading and unloading of railcars from the jurisdiction of the Department of Transportation.
