ABSTRACT
The article reports that October 2006 marked several turning points for reconstruction in Iraq and Afghanistan. In Iraq, the former Project and Contracting Office in Baghdad closed. Contract administration and quality assurance for the 12% of the $13.5-billion construction program still to be finished is now the responsibility of the U.S. Army Corps of Engineers' Gulf Region Division, in Baghdad.
