ABSTRACT
This article focuses on Mexican President Vicente Fox's difficulties in the last few months of his presidency. Though he pledged to secure a comprehensive immigration accord with the U.S., Fox was helpless as U.S. President George W. Bush signed legislation to erect a wall along the border with Mexico. A state crisis in the capital state of Oaxaca boiled over when policemen opened fire on left-wing protesters, killing an American journalist and two others.
