Auditor-general finds Vic Govt breached own guidelines

The article reports that the Victorian government has breached its own guidelines in six out of eight major campaigns. The breach includes the misusing of funds, distributing of business without a pitch, and not following procurement guidelines. The investigation was commissioned after various groups had expressed their concerns regarding the misused of public funds for party-political advertising.
