ABSTRACT
The article reports on the plan of Governor Timothy M. Kaine to support an expensive underground subway tunnel in Virginia. The tunnel will be situated beneath Tysons Corner as part of a $4 billion project to extend Metrorail to Dulles International Airport. The 23-mile project involve the issuance of about $2 billion in tax-exempt bonds. It has believed that Kaine would only support the tunneling option if the benefits outweighed the costs.
