ABSTRACT
The article reports on former Oregon governor John Kitzhaber and his Archimedes Movement's universal health care reform plan. Kitzhaber's plans to propose a bill before the Legislature in order to get a new system operating in time to make it a focus of the 2008 presidential election. His plan proposes that the federal government grant waivers to Oregon to decide how to spend public health funds.
