The article focuses on the increasing implementation of standardized assessment and accountability measures in U.S. colleges and universities. The National Commission on the Future of Higher education aims at evaluating public investments in higher education and requires colleges to assess student learning. 2003 to 2004 data show that the rates of African-American students in the Georgia Regents' Test, one of the oldest assessments for individual students, lagged behind those of white students.
