The article focuses on the release of a report by the American Iron & Steel Institute, Steel Manufacturers Association and others, detailing the strategic and calculated use of subsidies in China's manufacturing policy. According to U.S. Representative Phil English, the report has confirmed what countless U.S. employers have been telling the administration for years until they create a level playing field for the U.S.' manufacturing base, domestic producers will continue to struggle in a market manipulated by China.
