ABSTRACT
The article focuses on the judicial selection process in the U.S. Ninth Circuit Court of Appeals under the administration of George W. Bush. A bipartisan agreement was reached among 14 Republican and Democrat members of the U.S. Senate Judiciary Committee in performing its advice and consent function. The Republican majority will not alter Senate rules to weaken the Democrat minority's right to filibuster. In exchange, the Democrats shall filibuster only under extraordinary circumstances.
