The article reports on the double-digit decline in the municipal bond issuance in the Southwestern States. Despite the increases in sales for public facilities and electric power, the volume fell by 18.6 percent. For the first half of 2006, issuers have only sold over $29 billion of debt in 1,198 transactions. A similar decline in municipal bond sale nationwide is reflected in the volume decline.
