ABSTRACT
The article criticizes the new rule implemented by the U.S. Federal Communications Commission, which imposes tax on VoIP providers. Under the rule, VoIP providers must register with the FCC and hire a company to deal with FCC paper work. The money generated shall be added to the Universal Service Fund (USF). Originally, USF was created to promote the availability of quality services at just, reasonable, and affordable rates, increase access to advance telecommunication services, and advance the availability of such services to the consumers.
