ABSTRACT
The article reports that the Little Rock, Arkansas board of directors approved on the first reading that it will allow AT&T Inc. into town with infrastructure that enables Internet-delivered video service. The first reading is an ordinance that does not require the telephone company to obtain a franchise as a condition for placing equipment in the municipality's right of way and two more official readings are needed to become effective. The pending ordinance is for three years and AT&T would pay 5% of gross revenue as a franchise fee.
