ABSTRACT
The article reports on the issues raised over the move of Galveston school board president David O'Neal to delay a partial audit of school construction in Galveston, Texas. As complaints were raised alleging that the school district awarded the $36 million of bond-related construction contracts to Jamail Construction without using competitive bids required by the district rule, bond committee's trustees calls for an audit. However, O'Neal insistently voted against the audit due to its cost.
