ABSTRACT
This article reports on the decision of Verizon Communications Inc. to file a complaint in U.S. District Court against Montgomery County, Maryland. The telephone company is asking the court to rule the county's franchise procedure invalid. The terms of the county policy allegedly violates the company's First Amendment rights, the federal Cable Act and state law.
