ABSTRACT
The article discusses the minimum competency testing programs in terms of purposes, required competencies, and resultant programs for handicapped students in the United States. It suggests a rationale for integrating a number of steps necessary in minimum competency testing programs and in the process required under Public Law 94-142 or the Education for All Handicapped Children Act of 1975 for developing individualized education programs for handicapped children, and recommendations for integrating the concepts at the educational system level and at the school or individual handicapped child level.
