The construction was funded by the state legislature with an appropriation of $1 million, a $2 million from the sale of tax-backed revenue bonds from the country, and $100,000 by the U.S. government. The city planned to sell a piece of land acquired for the railport for $2.1 million to pay the existing debt for the design.
