The article reports that the negotiation over the construction of the basketball arena intended for the Sacramento Kings has collapsed because of the cost-effective financing plan in California. The city officials planned to increase the sales taxes for the arena project and have halted an effort to put the financing request on the local ballot. Furthermore, the city abandoned the construction of the railyard to continue the construction of the arena.
