ABSTRACT
The article reports that the Democratic Party has conducted a special session without the approval by Republican Governor Bill Owens in Colorado. The governor's office and the Democrats have been in a battle over a special session on immigration. On the other hand, the governor is expected to call for a session on his own and he is not required to get legislative approval for such a session.
