ABSTRACT
The article demonstrates the significance of technology in empowering ordinary citizens in Eugene, Oregon. Using the technology drawing and 3-D models created with the SmartDraw and SketchUp software packages, the residents engaged in public participation by conducting tutorial sessions to develop infill design standards for the Chambers Street. In the end, the city's project team relied on the resident's data which is more complete and accurate. Finally, with the use of computer tools, it leaves the residents on equal footing with the city planning staff that resulted into hammering out a proposed zoning ordinance with design standards both groups supported.
