The article reports on the update of the qualifications for co-managing underwriters of Department of Treasury in Massachusetts. State officials hope to have a new team in place for the commonwealth's next bond sale. According to Thomson Financial Inc., the state has sold nearly $20 billion of general obligation debt since 2000, selling more than $4.6 billion of bonds in 2002.
