The article reports that city council of Washington D.C. is expected to approve two proposals to issue a combined 88 million dollars worth of tax-exempt bonds on June 6, 2006. The bonds would be backed by payments in lieu of taxes. Dubbed as PILOT program, the program would finance public infrastructure for the redevelopment of parcels of land that would be transformed into retail, housing, and office space.
