ABSTRACT
The article reports on the ruling of a federal appeal court panel in Atlanta, Georgia that bond insurer Financial Security Assurance Inc. can sue underwriter Stephens Inc. under the federal securities fraud laws. Stephens allegedly made misrepresentations in connection with $69.6 million of now-defaulted bonds that were issued by an authority in Georgia in 1998 to finance completion of a solid waste disposal and recycling facility.
