ABSTRACT
The article reports that the issuance of debt by state and local government borrowers has declined by ten percent in New York in May 2005. However, municipal analysts are optimistic about monthly and year-to-date new-money totals. According to Matt Fabian, senior research analyst at UBS Financial Services Inc., credit quality is still strong and improving, thereby driving states to spend on new projects.
