ABSTRACT
The article reports that administration and Congressional negotiators have almost reached an agreement for the U.S. federal budget for the fiscal year 1990 in the U.S. Negotiators are looking for a 28 billion dollar in deficit reductions equally divided between spending cuts and revenue growth. Should the budget not offer a deficit at or below the 110 billion dollars mark set by the Gramm-Rudman-Hollings formula, there would be an across-the-board cuts that will include education.
