The article reports that Moody's Investors Service Inc. has upgraded to Aa2 from Aa3 its rating on Rochester Electric Utility's $45 million of debt sold in 2000 and 2002. Rochester Electric Utility has shown a strong financing performance, good liquidity, and the diminished threat of retail deregulation. The Utility will participate in CapX 2020, a regional effort to build transmission lines in Minnesota. It will help the Utility to address the forecast of transmission constraints by 2012.
