ABSTRACT
The article reports on the signing of an agreement by Wyoming Governor Dave Freudenthal with California Governor Arnold Schwarzenegger. The focus of the agreement is to come up with federal funds that would finance a high-technology power plant to burn coal cleanly. Its goal is to particularly construct a coal-gasification plant, using a technology known as Integrated Gasification Combined Cycle.
