ABSTRACT
The article reports on the study conducted by the New York State Initiative for Development Accountability on the effectiveness of the industrial development agencies (IDA) operating in the state. The study revealed that IDA-sponsored projects do not always create the jobs they promised, and it was found that 37 percent of the IDA in New York did not have enough data to support a meaningful analysis of whether their economic stimulus programs are generating jobs and local revenue.
