The article focuses on the investigation of Tulsa's new downtown arena after discovering that bids received for basic construction materials were higher than expected in Oklahoma. Mayor Kathy Taylor's aide, Tom Baker said that high bids provide an opportunity to evaluate and assure that the funds are being spent in a wise manner.
