ABSTRACT
The article discusses the important factors in the effective convergence of Internet Protocol (IP) networks. The importance of managing networks in terms of applications has been underscored by the trauma of the early deployments of voice over IP. In short, network performance is defined by applications and the quality of experience they engender. The necessities for implementing IP successfully are resolved by cleaning the network, modeling the applications to be deployed, and applying the required quality assurance mechanisms.
