ABSTRACT
This article reports that the Virginia Beach Development Authority's Series 2001 bonds issued on behalf of Regent University received downgraded ratings from Standard & Poor's Corp. from A to A-minus. The downgrade is attributed to Regent's net operating deficits, limited fundraising history, unsustainable endowment spending, and continued weakness in the balance sheet.
