The article reports that utility regulators in Vermont have approved a plan that will oblige Verizon Communications to deploy digital-subscriber line (DSL) service to 80% of the state in return for flexibility in marketing and pricing those services. The state's Public Service Board found out that Verizon had overcharged for some services in 2005. To oppose the state order, the telephone company proposed a DSL buildout that would extend service to 65% of the state's homes by the end of 2007 and 75% by the end of 2008.
