The article reports that Kentucky Governor Ernie Fletcher has voted against the almost 400 million dollars of bond-funded projects for private faith-based institutions because he said that the around 2.4 billion dollars of debt, lawmakers included in the 2006 to 2008 budget will put the state's bond rating at risk. Fletcher had based his decisions to vetoed the fund because he also though that it is best for the courts to determine if the University of the Cumberlands can receive the fund.
