The article reports on the sale of 263.7 million water revenue bonds by the city of Dallas in Texas. The proceed will be used for the restoration of the city's capacity to finance the development of wastewater facilities and to enhance billing and meter-reading systems. The municipality has been using commercial paper and then convert it into long-term bonds upon project completion.
