The article reports on the delay of the New Jersey Senate to pass bills that would allow the state to reform and provide new revenue to the state's Transportation Trust Fund. The senate was also expected to sell up to 200 million dollars of cigarette tax bonds which will be used for paying stem cell and biomedical research facilities.
