The country's financial strain comes as the commonwealth's executive and legislators have continued to negotiate fiscal and tax reform bills. The author asserted that if the legislation will take effect it is not still clear if it will be a sufficient magnitude to eliminate the commonwealth's wide structural budget imbalance. Moody's Investors Service Inc. has rated the country's general obligation debt as Baa2.
