The article provides an overview of the fiscal condition of the Rhode Island. The state has an estimated $630 million of unfunded other postemployment benefits (OPEB) liability. To address this issue, Governor Donald L. Carcieri has recommended the establishment of a retiree health care trust fund in his proposed budget for fiscal 2007. The government has also proposed putting $100 million of the $200 million the state expects to generate from securitization of its tobacco settlement proceeds into the OPEB liability trust.
