ABSTRACT
The article reports that Fitch Ratings has upgraded the rating its assigns to Carteret County, North Carolina ahead of a planned $22 million general obligation bond sale on April 4, 2006. The total outstanding debt of the county is $28 million. The bond, which will be sold competitively, is handled by Parker Poe Adams and Bernstein. Fitch analyst Rick Wai explains that the upgrade reflects the county's improved financial performance and flexibility.
