They assert that the O'Hare Modernization Program is costly, unsafe and a sure-fire failure at reducing flight delays. Elk Grove Village Mayor Craig Johnson affirms that delaying the modernization project will add more than 70 million dollar to the cost of the project. They also challenge the Federal Aviation Administration's approval of the program.
