The article discusses the efforts of assistant U.S. Housing and Urban Development secretary Orlando J. Cabrera to make the programs he administers more efficients. These include the $15.9 billion tenant-based Section 8 rent subsidy program. Cabrera aims to cut out inefficiencies in transactions and to protect the taxpayer.
