ABSTRACT
The article reports that a bill aimed at strengthening oversight for the University of Connecticut's $2.3 billion UConn 2000 building program has grown a step closer to passage. A number of facilities code violations were discovered starting in late 2004. A lack of checks and balances within the project is the major cause of the violations.
