ABSTRACT
The article reports on Guam representative Madeleine Z. Bordallo's testimony before the U.S. Senate Energy and Natural Resources Committee. Bordallo claims that U.S. territories should be allowed to form a tax-exempt bond bank to overcome obstacles in gaining access to capital. She adds that Guam can issue bonds that are exempt from federal, state and local income taxes.
